EMERGENCY EVACUATION PLAN  -  UPDATED 00/00/00

PURPOSE:

To provide preplanned emergency evacuation guidelines for Cubic employees at the Balboa Campus.

PROCEDURES:

Reporting a potential hazardous situation: If you think you are the first person to recognize a fire, hazardous materials spill, power outage, or other potentially dangerous incident, you must immediately notify at least one of the following designated personnel. They will make the necessary call(s) for external assistance (police, fire, etc.) and determine the need for evacuation. These contacts are:

  • Building 1 Console (x0000)
  • Your Supervisor
  • Director of Safety (x0000)

In the event of a fire, explosion, hazardous materials spill, power outage, major earthquake, or any other potentially dangerous incident, or upon hearing a continuous signal from the evacuation horns, you are to immediately exit the building via the closest available exit - no exceptions. Every employee must make themselves familiar with the exit routes in each building. Subsequent to ensuring your own safety, report the event as directed above.

Each department has designated Evacuation Monitors (EM) and alternates. Designated Evacuation Areas outside the buildings have been identified. Every supervisor is responsible for instructing his/her employees on who their EM and alternate is and where their assigned Evacuation Area is. Be sure to review this information with all new employees.

Each EM is responsible for accounting for their assigned reports. In the event the EM is unavailable, the alternate shall assume his/her responsibility. The EM will report that all employees they are responsible for have been accounted for to a Crisis Management Team (CMT) member, who in turn will report to the Director of Security.

If you're visiting another area within the campus, exit the building via the closest available exit. Subsequent to exiting the building, you are to either return to your base office or work area or, as required by the situation, report to your assigned evacuation area. You MUST communicate with your EM if you cannot access your assigned evacuation area. YOU ARE NOT TO LEAVE THE SITE WITHOUT PRIOR KNOWLEDGE OF YOUR SUPERVISOR or EM.

If you are off-site on company business in San Diego County and involved in an evacuation, you shall call, page or radio your direct Supervisor immediately. If you are on travel outside of San Diego County you are responsible to notify your Supervisor of the event in a timely manner to ensure they are aware of your status should they need to get in contact.

Every non-Cubic person (i.e. consultants, customers, Government employees, suppliers, visitors, temporary employees, etc.) on site shall have a Cubic employee point-of-contact (CPOC) responsible for ensuring that they are adequately knowledgeable about Cubic's procedures and accounted for during an evacuation. This CPOC shall be the assigned escort, supervisor, or primary interface for that non-Cubic person(s).

Once affected employees are accounted for, the EM may direct their reports to assist with other evacuation needs. Employees shall remain in their Evacuation Area until direction to leave is given by their EM or Supervisor.

SPECIFIC REQUIREMENTS

Security

It will be the responsibility of all Security Officers and Security Office staff to assist in the safe evacuation of employees.

Security Officers:

  • Conduct a physical walk through of the entire building to ensure all employees have evacuated.
  • Provide assistance to injured or disabled employees evacuating buildings.
  • Assist with any medical emergencies that may occur during the evacuation process.
  • Report any medical emergencies to the Building 1 Console Officer for outside assistance or the Director of Security if Building 1 is evacuated.
  • Assist authorities (i.e., fire department, police, hazardous waste authority) as needed.
  • Ensure employees do not reenter the building until the proper authority has deemed it safe to return.
  • Remain in radio contact with the Building 1 Console Operator until the emergency situation has subsided.
  • Stand by for further instructions from the Director of Safety, the Director of Facilities/Maintenance or the Director of Security.
  • Assist in a walk through of the facility (if necessary) after the emergency to assess and report any damages.

Director of Security:

  • Advise senior management of an emergency situation/building evacuation or other related issues.
  • Obtain an accurate head count from each Evacuation Monitor for each department to ensure all employees are accounted for.
  • Coordinate evacuation/safety tasks with the Director of Safety or Director of Facilities/Maintenance as needed.

Security Office Staff:

  • Assist the Director of Security, the Director of Safety and the Director of Facilities/Maintenance as required.

Facilities/Maintenance

Secure utilities to affected areas as appropriate.

  • Tape off or otherwise block areas designated as hazardous.
  • Dispatch personnel with radios to each Evacuation Area in order for them to remain in radio contact with the CMT until the emergency situation has subsided.
  • Stand by for further instructions.
  • Survey areas (if necessary) after the emergency to assess and report any damages.
